- Bikes should be secured to one of the designated exterior bike racks with a high security U-bolt lock. U-bolts provide the most protection against theft.
- Bicycles may not be stored in halls, stairwells, breezeways or other common areas, because they can block evacuation routes.
- Bikes can be stored in a resident’s room provided it is not an obstacle to evacuating in the event of an emergency.
- Bicycles that are blocking evacuation routes will immediately be removed by the Fire Marshall.
All students are strongly encouraged to register their bicycles with NCSU Transportation. Bicycle registration deters crime and is an aid in the identification of lost and stolen bicycles.
When you register your bicycle, the NCSU Transportation Office will send you a registration sticker in the mail. Your information will be entered into a database, so that if your bike is stolen and recovered by the police, it will be quickly returned to you. As an added deterrent to bicycle theft, Campus Police can engrave your driver's license number on your bike free of charge.
At the end of the school year, take your bike with you. Transportation will tag bicycles left behind. If the bike is not claimed within 14 days, it will be considered abandoned and will be removed by Transportation.
Residence halls and apartments are monitored by video surveillance cameras in some common areas. In addition, exterior entries of all residence halls and apartments remain locked at all times. Keys are necessary for building entry.
Trained and caring University Housing staff members provide assistance to students experiencing temporary emotional crisis or psychological need. Long-term assistance cannot be expected in the campus residences and must be obtained through local resources or community agencies.
In order to provide students with timely and quality assistance, University Housing staff members are required to follow standard procedures whenever a student alludes to or engages in self-destructive or disruptive behaviors. These behaviors include, but are not limited to, remarks about suicide, threats of suicide, suicide gestures or attempts etc. Staff members will report all situations in which potential suicide may be a factor, so that arrangements for psychiatric consultation can be made. Behaviors which disrupt the community may result in disciplinary action and referral to counseling resources.
- Visit the University's homepage to find Adverse Weather Policy advisories, which are posted within 15 minutes of official notification. If you don't see an Adverse Weather linkwhen you open the page, hit your "refresh" button.
- Sign up for Wolf Alert text messaging to receive emergency information on your cell phone.
- Get the latest information by calling the University's emergency call-in line at (919) 513-8888. Updated messages are recorded within minutes of official notification.
- Information is disseminated through local media outlets and is also broadcast in banner format on WolfBytes, channel 85 and electronic bulletin boards.
- Emergency broadcast messages are distributed to all Google users. These are given "Priority 1" status and should arrive in your inbox within 1-2 hours of notification.
Wolf Alert Audible Alert System – The Wolf Alert system is an audible warning system which consists of speakers mounted on poles or building roofs at various locations across campus. In the event of certain emergencies, either tones or brief messages will be broadcast over these speakers to notify persons located outside of buildings to take certain action. Typically, this message will be to seek shelter in a nearby building and tune in to the various media described above for further information. Additional information on the Wolf Alert system is available at www.ncsu.edu/emergency-information. Wolf Alert is tested on the first Monday of every month at 12:15 p.m. To sign up for Wolf Alert, use the online sign up form.
- Residential buildings are equipped with state-of-the art smoke detection and fire suppression systems that are linked to the Campus Police.
- All residence halls and most of our apartments facilities are made of concrete and steel construction.
- Fire drills are conducted twice each semester to test the fire safety equipment and to give residents practice in responding to an alarm.
- Students are always required to leave the building and the immediate area around the building for the duration of all fire alarms. Take every alarm seriously.
Students involved in any of the following behaviors are subject to disciplinary action: falsely reporting a fire, bomb threat, or serious injury; activating a fire alarm when no fire is evident; setting a fire; possessing or using flammable or highly combustible materials; tampering with or misusing (whether accidental or intentional) any fire/safety equipment; failure to vacate the building when a fire alarm sounds. Residents are asked to report all problems concerning fire/safety equipment to a University Housing staff member immediately.
When you check into your residence hall or apartment, you will receive keys/fob that will allow you appropriate access to your building, mailbox, apartment (if applicable) and room. Insome buildings with electronic access systems, your All-Campus ID Card will be activated to allow access.
For your own security:
- Be sure to lock your door(s) whenever you leave your room/apartment and carry your keys and fob (if applicable) at all times. Unauthorized duplicating, lending or borrowing room or building keys and fobs is prohibited.
- Do not prop open entry doors. If you discover that an entrance door is propped open, shut it or seek assistance from a staff member.
- Do not let others into residence halls/apartments unless they are your guest.
- All exterior entrances are kept locked for security purposes.
- Berry, Becton and Bagwell residence halls have a keyless entry system for all exterior doors, elevator lobby doors and interior hallway doors. Residents are issued a key fob or will have their All-Campus ID Card activated in a manner that permits access to all three residence halls.
- Syme, Gold and Welch residence halls have a common-area key. The common-area key allows students to share hall facilities. Although the key fobs and common-area keys give residents access to use these shared facilities, students still need to abide by the visitation policy of the accessed building.
- Wolf Village and Wolf Ridge apartments have a keyless entry system for all exterior doors, elevator lobby doors and interior hallway doors. Residents are issued a key fob or will have their All-Campus ID Card activated in a manner that permits access to all eight buildings.
- Wolf Village and Wolf Ridge lobby doors are unlocked during the day, but you need your ID card to gain access beyond the lobby area.
- If you lose your key or fob, you are required to immediately obtain a temporary replacement from your 24-Hour Service Desk. You have 24-hours to locate your lost key. If the temporary key or fob is not returned, your lock will be changed, your key fob will be deactivated for security reasons, and you will be billed for a lock core change by the University Cashier's Office.
- If you lose your ID card, you can receive a new programmed Student ID from the NCSU Card Access office. Upon receiving your new Student ID Card, you must return the temporary fob that was issued to you from the 24-Hour Service Desk.
- If you cannot produce the key or fob (which was issued to you upon check-in) within 24 hours, your room will be re-cored and your student account will be charged accordingly.
- Whenever a lock is changed, Facilities Operations' Lock Shop employees will leave a notice on the appropriate door. New keys and/or key fob can then be obtained at your 24-Hour Service Desk. For replacement of All-Campus ID Cards, go to the Student Identification Card office at the West Dunn building.
- If you are locked out of your room or leave your key or fob at home, you may obtain a temporary one from your 24-Hour Service Desk. If the key/fob is not returned within the specified time, your lock will be changed, your fob will be deactivated and you will be billed for a lock core change by the University Cashier's Office. Keys or fobs issued for lockouts must be returned to the 24-Hour Service Desk within the specified time to avoid a lock change and charges. If you are locked out and the desk is closed, contact the RA on duty in your building or area. The appropriate staff member will then be contacted to assist you with access to your room. Abuse of this service may result in disciplinary action and/or a lock core change.
- In the event your key is lost together with your student ID, staff will initiate an emergency lock change due to the increased security risk.
Anyone who has concerns or knowledge that a student may be missing should contact the University Police or a University Housing staff member if the student is an on-campus resident. If a report is made to University Housing, Housing staff will immediately contact NC State University Police to initiate an investigation.
Each enrolled student who resides in on campus housing must register a confidential contact person to be notified in the case he or she is determined to be missing for more than 24 hours. Only authorized campus officials and law enforcement officers conducting a missing person investigation may have access to this confidential conta
ct information. If the missing student is less than 18 years of age and not emancipated, their parent or guardian will be notified.
Once information on missing persons is reported to police, an investigation will be conducted in accordance with North Carolina law and University Police General Order 500-13 (Missing Persons).
Because of recent national and international events, we take certain precautionary measures when handling mail to ensure our personal and community safety. Your increasedawareness and use of the following precautions will help maintain a safe and secure campus.
Postal inspectors have found that the following characteristics may identify suspicious parcels:
- Unexpected package or sender is unknown
- Addressed to someone no longer with your organization or otherwise outdated (e.g., improper title)
- No return address or an address that cannot be verified as legitimate
- Of unusual weight, given its size, or lopsided
- Marked with restrictive endorsements, such as "Personal" or "Confidential"
- Protruding wires, strange odors or stains
- A city or state in the postmark that doesn't match the return address
If you receive a suspicious parcel in the mail:
- Do not try to open the parcel; they are usually designed to withstand handling while in the mail and to explode when opened or when an item is removed.
- Set the parcel aside.
- Call Campus Police (911).
If you open a parcel that appears to be contaminated, wet, and/or powdery, do not move the parcel and call University Police (911).
It is strongly recommended that you have a “Go Bag” prepared in your room that you can grab in the event of an evacuation. Store your bag near your bed or room door. The bag should include emergency items that you may need to grab in a hurry.
University Housing, University Dining and Campus Police will continue to remain operational regardless of the weather. If hazardous weather conditions force NC State to operate under the Adverse Weather Policy, there are many ways that students, faculty and staff can obtain timely, accurate information about delayed openings, closings, class cancellations, Wolf line check spelling of Wolfline – I thought it was one word.bus schedules or other changes in the University's normal operations.
Winter Weather Information
- Monitor local media outlets for current weather information.
- Watch for Adverse Weather information from the University.
- During inclement winter weather, the University community works to clear roads and sidewalks, however, you should still beware of ice and slippery surfaces when walking around campus.
- Contact your RA, CD, RD or your Service Desk if problems/issues arise.
- Call Campus Police at 911 if you have a campus emergency.
- If you are planning to travel via air, bus or train, call ahead to confirm status prior to departure.
Campus officials closely monitor forecasts during hurricane season and are in direct contact with National Weather Service representatives.
Residence hall and apartment staffs will forward information about additional safety measures and will direct residents to safe areas as needed.
There are two types of alerts connected with tornadoes:
- A Tornado Watch means that conditions are right for a tornado to form and area residents should continue to monitor weather for further developments and be prepared to take cover.
- A Tornado Warning means that a tornado has been sighted on the ground and residents should immediately take cover.
Tornadoes are often preceded by gusty winds, hail and a roaring sound similar to that of a locomotive or jet engine.
What to do during a Hurricane or Tornado
Close all doors behind you as you move toward the center of the building. Move to the appropriate location:
- Alexander, Owen, Tucker, Turlington - floor hallways
- Avent Ferry and North - bathrooms
- Bagwell, Becton, Berry, Gold, Syme, Watauga, Welch - floor hallways
- Bowen, Carroll, Metcalf - suite hallways and center elevator corridors
- Lee, Sullivan, Bragaw - suite hallway; residents should cover themselves with blankets or sheets
- Wood - suite hallways
- Wolf Village and Wolf Ridge Apartments - apartment bathrooms and hallways
- ES King Village - apartment bathrooms
- Western Manor Apartments - apartment bathrooms
Lie face down with knees drawn under you and cover your head with your arms. Wait for further instructions and take the following actions:
- Stay away from windows and glass doors.
- Remain quiet so that you can hear instructions given by staff.
- Remain inside until Campus Police, Wake County Emergency Management, local law enforcement or hall staff give the “all clear” notice.
- If advised to evacuate, do so immediately! You will need to follow instructions from University and hall staff in the event of an evacuation.
- If you are in a high-rise building, you may not have enough time to go to the lower floor. Pick a place in a hallway in the center of the building.
- Residents should evacuate large lounge areas and large rooms.
- Do not walk in, play in or drive through flooded areas. Floodwater contains hidden hazards and may be deeper and faster moving than it appears. Wear sturdy shoes (e.g. sneakers) at all times. Remember to take your student ID with you.
- Stay away from downed power lines.
- Keep telephone numbers of family and other contacts with you.
- If major roads are closed or clogged, you may need to take alternative or unfamiliar routes.
- Evacuation instructions are broadcast on NOAA Weather Radio or local radio or TV stations. Most local TV stations will also do live broadcasts on radio stations, as well.
- If you are outside, move quickly inside to a sturdy building. Go to the basement if one is available, or stay on a lower floor.
- If a building is not available, lie flat in a ditch or low-lying area.
- If you are in a car, get out of your car and head for safety.
Power Outage Information
Power outages are not uncommon as a result of storms or power equipment malfunction. During power outages all Housing and University rules and policies remain in effect. Below is a list of what to expect during a power outage:
- Emergency lighting powered by a backup generator will activate.
- The fire system is on a backup generator and will continue to function.
- The University emergency two-way radios are on a backup generator and will continue to function
- Elevators should descend to the first floor and open.
- Electronic door access systems will continue to function.
- Heating and air conditioning will shut down. The buildings should maintain their temperature depending upon outside weather conditions.
- The building water heater will not continue to function.
- If meal times are affected by the power outage, University Dining will continue to operate with a modified menu.
- Candles and other open flames/flares are not permitted during a power outage.
It is important that you prepare for emergency situations. University Housing encourages you to create an emergency supply kit with the following items:
- Day supply of water
- First aid kit, band-aids, gauze
- Rubbing alcohol, antibiotic ointment, hand sanitizer, moist towelettes
- Aspirin, non-aspirin pain reliever, antacid
- Extra prescription medication, especially for heart problems and diabetes. (Ask your physician how to store prescription medication in the event of a power outage).
- Toilet paper, towels, soap, shampoo
- Personal and feminine hygiene products
- Contact lenses and eyeglasses
- Sun protection, insect repellent
- Battery-operated radio, flashlights, non-electric can opener
- Extra batteries
- One or two absorbent towels, plastic trash bags
- Wind-up or battery-operated clock
- Aluminum foil, paper napkins and plates, plastic cups, plastic ware
- Pillow, sheets, blankets or sleeping bag
- Generally, 24-Hour Service Desks will be staffed by University Housing personnel during emergencies.
- In the event of fire alarm activation, exit the building immediately. University Housing staff will direct you to safe locations. Failure to exit the building during the alarm activation will result in documentation and disciplinary action.
- All Housing and University policies remain in effect during advisories, outages and emergencies.
- Call your parents/family/significant others prior to a predicted emergency situation. Let them know your location and plans. You can also direct them to University-related websites for updated information. It is also good to reassure family when the emergency clears. Note that it may be difficult to access outside lines via landline or cell phone due to poor reception.
- If you decide to go home or to a friend’s house, inform your roommate/apartment mates or RA of your location and contact information.
- Make sure you put any important paperwork, e.g. birth certificate, passport, etc., and valuables in a safe location or keep them on your person.
- If you are planning to travel via air, bus or train, call ahead to confirm status prior to departure.
